Nagpur: The Nagpur Bench of the High Court has taken a strict view of senior civic and police officials repeatedly remaining absent from meetings of the Joint Inspection Committee (JIC), formed to address long-pending public issues in Dhantoli and Ramdaspeth. The court has issued show-cause notices to the Assistant Commissioner of Police (Traffic) and the Assistant Director of Town Planning (ADTP), asking them to explain their absence.
The bench of Justice Anil Kilor and Justice Rajneesh Vyas observed that both officers failed to provide the assistance required by the court and acted contrary to its directions. The notices require the officials to file affidavits within a week explaining why they remained absent.
Repeated Absence Despite Clear Instructions
The committee was formed after the Dhantoli Citizens’ Forum filed a public interest litigation highlighting civic and traffic-related problems in the locality. The High Court had directed the Municipal Commissioner and the Police Commissioner to nominate senior officials to the committee. The ACP (Traffic) and the ADTP were appointed accordingly.
However, despite knowing the seriousness of the issues, both officers reportedly skipped multiple inspections:
• ACP (Traffic): Absent on 24 October 2024 and 10 April 2025
• ADTP (NMC): Absent on 24 October 2024, 6 March 2025, and 10 April 2025
The JIC conducted inspections on 26 August 2024, 5 September 2024, 24 October 2024, 6 March 2025, 10 April 2025, 25 April 2025, 3 June 2025, and 12 June 2025, but attendance records show that neither the ACP nor the ADTP gave any prior intimation for their absence—except for one message by the ADTP on 9 April 2025.
The court described their conduct as “shocking” and warned that failure to provide a satisfactory explanation could result in action being taken against them.
Petitioners Express Frustration
Counsel for MP Vankhede, appearing in the matter, told the court that despite several representations over the past two years, no meaningful steps had been taken to improve the situation in Dhantoli and Ramdaspeth. Many civic and traffic-management proposals remain stalled.
