No Interview in Nurse Recruitment Process, Says Nagpur Municipal Corporation in High Court

Nagpur — The Nagpur Municipal Corporation (NMC) has informed the High Court that the recruitment process for nursing positions does not involve interviews and that selection will be based solely on the results of an online examination. This clarification came during the hearing of a petition filed by Dharti More and 47 other nurses, who requested the court to consider their decade-long service in the NMC for permanent appointments.

Advocate Jaimini Kasat, appearing for the NMC, stated that the recruitment rules do not include any provision for interviews and that the final merit list will be drawn up based on online exam scores only.

Experience May Be Considered: Court Seeks Affidavit

After hearing both sides, the court directed the NMC to file an affidavit clarifying whether the prior experience of the petitioners can be considered in the evaluation of their candidature during the recruitment process. The petitioners are represented by Advocate Sanyal, who cited a government policy and the notification issued on May 4, 2022, which allows consideration of experience for permanent appointments to positions available in municipal establishments.

Recruitment Rules Silent on Interviews

During the hearing, the court was informed that the recruitment rules do not provide for interviews. Advocate Sanyal further pointed out that this aligns with government efforts to avoid arbitrariness in hiring, hence the exclusion of interviews from the process.

He also referenced a Supreme Court ruling in the Vinod Kumar & Others vs Union of India & Others case, where the apex court allowed a one-time exception to consider specific claims. The High Court noted this and questioned whether the petitioners’ prior service can be factored into the recruitment criteria—even though the NMC had clarified that no interviews are conducted as per the official recruitment notification.
