The Orange City Water (OCW) which is working on war footing to replace rusted and age-old pipelines and House Service Connections as part of NMC’s ambitious uninterrupted (24X7) water supply project is also working on war footing on restoration of trenches, pits created for laying pipelines in almost 34 ESR command areas in city.

It must be mentioned here OCW has replaced almost 402 km pipeline especially in North, East and Central and West Nagpur out of which almost 250 km pipeline has been laid by using innovative Horizontal Direction Drilling Machine (HDD), called as an advanced, “Trenchless Technology”.
OCW is “Trenchless Technology” in many command areas. In this, the whole road is not required to be dug but only two points are excavated after every 100 meter and pipe is laid through them. This technology needs minimum restoration. OCW is a ‘numero uno’ public utility company in city which has started utilizing such technology, as it has minimized traffic disruptions and chances of disturbing existing utilities.

But it is also fact that OCW is creating trenches in lanes (Not on main roads ) and pits for rehabilitation work (24X7 project) and operation and maintenance work of existing water supply system, however during such work unlike other public utility agencies OCW is taking all necessary safety precautions like installation of OCW barricades, safety tapes, display boards clearly mentioning that work is carried out jointly by NMC and Orange City Water (OCW) for 24X7 project or for operation and maintenance work.

Further, as finally monsoon started pouring in OCW for smooth vehicular movements as well to reduce the inconvenience to people have temporarily started filling trenches and small pits with stone dust and other material. After

stone dust and ‘murrom’ used for restoration settles down the pits and trenches will be restored completely with quality 8 inch concreting materials.

Along with actual rehabilitation work of the uninterrupted (24×7) water supply project, NMC-OCW is also replacing very old network, rusted pipelines under

‘Emergency Works.’ Under emergency works OCW replaced almost 25 km pipeline and here also restoration work is in final stages.
Other’s pits but OCW held responsible

It must be mentioned here in city, along with OCW there are many government and private agencies like NMC’s Pench IV Project Cell (Laying of main pipeline network),, Nagpur Municipal Corporation’s Pubic Works

Department (NMC PWD), NMC Health Department (Sewerage network), State Electricity Distribution Company (MSEDCL), Bharat Sanchar Nigam Limited (BSNL), private telecom operators are very much engaged in digging work, creating pits, trenches and other such activities. However, it has become a common phenomenon these days that for any digging work, pits and trenches, Orange City Water (OCW) is held responsible.

Recently it was noticed that large pits created by other agencies for example at Pratap Nagar square, at Medical Square, near Telecom Nagar Hall were attributed towards OCW, which was not true. OCW has highlighted the same issues with concerned departments and have also written letters regarding this to concerned NMC office bearers and officials too.

But it is also fact that OCW is also creating trenches in lanes (Not on main roads ) and pits for rehabilitation work (24X7 project) and operation and maintenance work of existing water supply system, however during such work unlike other public utility agencies OCW is taking all necessary safety precautions like installation of OCW barricades, safety tapes, display boards clearly mentioning that work is carried out jointly by NMC and Orange City Water (OCW) for 24X7 project or for operation and maintenance work.

Clarification.

It is also fact that accident (the things which happened unknowingly) occurred in one of the pit created by OCW-sub contractor for interconnection work opposite Bazonbagh ESR, but it must be also mentioned here the pit was properly barricaded and safety tapes were also properly installed on it.

The accident occurred on July 18 nights, when it was raining heavily in city. But it was learnt that due to heavy rains on the particular day and no streetlights at that particular place, couple on two- wheeler misjudged the road and met with the accident in pit which was on the corner of road. There was no street light and it was also raining heavily, which was the reason of the accident.

Despite that as soon as OCW got report of accident, OCW employees on humanitarian side themselves admitted the couple in Mayo Hospital as a social responsibility and also took care of them for entire night.

OCW team is continuously following the accidents victim since July 18 as its social responsibility. Despite that as it was unfortunate incident and it was negligence on the part of contractor and not ‘OCW’ , we have decided to initiate stern action against such contractors.
