Now, toilet scam gets exposed in NMC!!

The scam-tainted Nagpur Municipal Corporation (NMC) was again the topic of hot discussion. As if dozens and dozens of scams earlier reported were not enough, one more scam has come to the fore that too unimaginable angle. A toilet scam has been reported in the NMC.

In the General Body Meeting of NMC, held on Tuesday (August 19), Congress Corporator Abha Pande raised the shocking issue during Question Hour. She said that the State Government, under Sarva Shiksha Abhiyan (Education for All Mission), has sanctioned huge amounts for construction of toilets for Class 1-5 students. However, the NMC Administration spent the entire amount for construction of toilets up to Class-3 students only. Moreover, NMC from its own coffers spent Rs 38.63 lakh under Sarva Shiksha Abhiyan which does not come under NMC purview and is a State subject. Abha Pande’s this charge left the Municipal Commissioner Shyam Wardhane red-faced and he immediately dismissed the charge as baseless. He clarified that the funds received from State Government were spent appropriately. NMC spent its own share when State Government reduced the sanctioned funds.

Pande further said that the NMC was given responsibility of Sarva Shiksha Abhiyan in the year 2004 but ironically, the NMC prepared rules and regulations in the year 2011 only. Replying to the charge, the Municipal Commissioner said that he does not sense any irregularity or wrong doing in the matter and asked the Congress Corporator to submit the evidence if she had any. The matter could be probed subsequently, said the top NMC boss.

NMC’s posts but holders outsiders:

In NMC, there are four posts of Deputy Commissioners. According to terms and conditions, 2 posts of Deputy Commissioners are filled by State Government through deputation and other 2 posts are filled by NMC itself on seniority and merit basis. However, the NMC, tearing apart the rules and discouraging its own employees, filled 3 posts through deputation and one post through promotion of its employee. Raising the issue, Abha Pande said the NMC Administration is violating the very terms and conditions of State Government’s Ordinance in this regard. The Mayor Anil Sole, after considering the serious nature of the issue, directed the NMC Administration to submit entire report in the next General Body Meeting in this connection.
