Nagpur: In a rampant land grab spree, a Delhi based real estate development firm Himgiri Buildcon, coming up with a residential scheme Richmond Greens in Mouza Takli on Koradi Road, has allegedly encroached upon government road along with two private plots and erected the boundary wall around it to detach it from public approach. Ironically, the blatant irregularities by Richmond Green managers were brought to the notice of Nagpur Improvement Trust and City Survey Department on many occasions but the officials deliberately chose to cover the goof up instead. As the matter came to light, Nagpur Today visited the Richmond Green site on Koradi road under ward no. 1, and discovered the blatant irregularities.

Private plots usurped
Himgiri Buildcon and Industries Limited having its head office at K-1, Green Park Extension, Hauz Khaas in New Delhi has allegedly encroached upon 1000 sq m land area of Khasra no 130 and entire land of Kh no. 131 in mouza Takli. This apart, the company also grabbed the 40 feet wide government land situated between both the plots and covered the entire area with the boundary wall. The company has also started construction for its project around 6-7 years ago The plot no. 1 admeasuring 1200 ft and half the area of plot no. 2 is reportedly grabbed by the builder. The plot no. 1 and 2 belongs to Ambika Prasad Shukla and Purushottam Rambahadur Mishra respectively. Both of them had purchased the said land from Eros Society.

Plot owners threatened
Both Shukla and Mishra had approached the local manager of Richmond Greens named Goyal around 4 years back. Both had requested Goyal to either pay for their grabbed plots at prevailing market rates or leave the possession. However Goyal turned down their demand and instead claimed ownership of the said land and even threatened them.

Demarcation ordered but not implemented
Both the plot owners had reportedly applied for the demand. Whereas plot no. 2 got RL letter the same was awaited for plot no. 1. When both approached Nagpur Improvement Trust for RL letter of plot 1, the concerned officer shocked them by informing that the said land does not belong to them. When they shared their grievance with NIT’s Shingne, he then ordered another officer named Dhankar who also replied them in negation. Dissatisfied over Dhankar’s reply, Shingne then ordered the measurement of said land under the possession Himgiri Buildcon, including government road and Eros Society’s plots on October 17, 2016. He also got the amount of Rs 1.95 lakh deposited with City Survey Department for the same. Later, said land was measured in November 2016 in presence of real estate company’s representatives, both the complainant plot owners and neighbourhood residents. The city survey department led by Choke then verbally informed on the sport that the government road and plot no. 1 and 2 are encroached within the boundary wall of Richmond Green colony. Choke then assured for the demarcation of said land within 10 days. However nothing has been implemented even after 8 months have passed.

The plot owners have alleged that the officials of city survey as well as NIT are sleeping over the matter. Last Saturday both Shukla and Mishra met an official named Kadu at City Survey office who then took Choke to task. Choke then assured them that he would hand over the measurement papers by Monday (17th July, 2017), however he remained absent from the office on the said date.
This clearly indicates serious goof up on his end. The telling silence of district administration, city survey, revenue department and NMC indicates that the departments are out to favour builders who have usurped a bigger chunk of land reserved for public utilization, government land and roads. The plot owners have now demanded suspension of concerned department head over his deliberate ignorance towards the matter. Both of them warned of moving the court against district administration and NIT administration if they fail to act.
